Abstract

Colin Leys' 1965 article 'What Is The Problem About Corruption?' examined corruption from a functionalist rather than an ethical perspective, positing that in some cases corruption is a function of economic development, a natural feature of a non-Western culture, or a valid element in the dialectic between developing and developed nations. Alan Doig reconsiders these questions in the light of modern developments and asks whether international donors and sponsors have made adequate efforts to do the same.
