Additional Information: This article is an assessment of the evolution of RDAs at a time when they were beginning to adjust their policy and spending priorities. Conclusions drawn have been found to have been accurate predictions of the direction subsequently taken by RDAs. The article is based upon the same data as the previous CABE/RICS report but assesses the data in the wider context of policy analysis and urban regeneration.
