Abstract
This article draws on research undertaken for a European Commission funded project looking at gender equity in the Pacific using a combination of desk-based and empirical research. Funding for personal research was also provided by the Society of legal Scholars. While the primary focus is the issue of violence against women other manifestations of gender in quality and some of the reasons for this are also explored.
