The formulation and implementation of digital open government (DOG) can enhance accountability, transparency, access to valuable data, effective public services delivery, citizen involvement, community engagement, economic development and growth. Therefore, governments are taking immediate steps to design, formulate, implement, and improve those technology parameters that can facilitate the DOG implementation in western and non-western countries. The objective of this study is to construct DOG matrix such as facilitators, risks, benefits, and challenges with the help of existing literature. Limited research literature is available that search, review, select, and document the challenges and parameters of DOG matrix. Present study has highlighted the role of individual, group, public organization, legal, economic, and managerial aspects which can significantly influence the efforts of DOG implementation in any country. To meet the aims of this study, we have used meta synthesis approach and extracted critical literature from 53 relevant research studies. The paper has discussed the practical implications that can enhance the understanding and use of DOG matrix.
