The link made in this paper between participatory research and learning as a mechanism for development presented an new and radical approach to organisational change. Researching with practitioners with intent to challenge orthodoxies and engage in learning had a direct effect on improving understandings and practice with families of children with special educational needs. It was the catalyst for localised change, but highlighted difficulties in engaging with local managers to support them in moving beyond bureaucratic evaluation to evaluation for development and change. This paper contributed to the policy debate on notions of inclusive practice, participatory research and organisational change.
